When should I use carbon steel instead of stainless?

Choose carbon steel when the assembly stays dry and cost or load capacity matters more than corrosion resistance. Heat treated carbon spring steel takes a higher hardness than spring stainless, which translates into a higher thrust rating at the same ring size, and it costs noticeably less per piece. The phosphate finish gives mild corrosion protection and holds oil well, which suits enclosed gearboxes and lubricated assemblies. What it will not do is survive standing moisture. In washdown, outdoor, or marine service the groove traps water against the ring and phosphate alone will not stop it from rusting, so stainless is the correct call there.

Phosphate is a conversion coating that grows into the surface of the steel rather than plating on top of it. It gives mild corrosion resistance, provides a slightly porous surface that holds oil well, and adds no meaningful thickness, which matters on a part sized to fit a machined groove.

Will carbon steel retaining rings rust?
